Attached File is a 1.0.0.621 save and I have the Babylon DLC.

Possible Bug: I am over the unit limit by 15 units and am *supposed* to have a -70% production penalty. But I don't appear to be penalized... Check Washington or New York, over 100+ hammers per turn, same as 15 units ago...

Thoughts?

See attached screenshot from your save file showing Washington's production. I'm seeing only 71.4 "hammers" per turn, not 100+ as you stated. Also, 71.4 takes into account a 70% penalty (on the base production of 51), along with the displayed bonuses. So, assuming I'm correct, this is at worst a display bug with the mouseover not showing the penalty. Comments?

I was expecting 70% from the total production not the base. I still don't see how it is -70% though. Could you provide the math for a challenged one

Sure --

+20%
+25%
+65%
-70%
=40%

51
x1.4
=71.4

OK?

Thanks. But shouldn't the penalties come off the base production first and then the bonuses are added on to this penalized base? That's the way I read it anyways or add up all the bonuses from the base and other modifiers, get the total and then subtract 70% from that.... As it is now, not much of a penalty when it can be almost offset by the railroad modifier (+50%) and a building (+15%)

51 * 2.1 = 107.1 * .3 = 32.13 or
51 * .3 = 15.3 * 2.1 = 32.13

This is what I was expecting... BTW -70% is the maximum it can be. It is -10% per unit above the maximum allowed until -70% is reached.

I think it's typical to apply bonuses and penalties to the same, fixed amount. To do otherwise leads to large, possibly unbalancing, swings in one direction or the other. Still, it would be desirable to display the production penalty in the mouseover so that the player can verify the figures.

I don't like how the impact of this is so different depending on how developed a city is. If you had no production bonuses at all, you'd suffer the full 70% penalty, which is quite crippling (as intended?). But in late game, in a maxed out city, with Factory + Railroad + Nuclear Plant + Windmill, etc., you could gather close to +200% bonus. In which case this 70% will amount to as little as a 25% effective production loss. That's just... strange. It would feel more balanced to penalize the base before bonuses.

Agreed. As I mentioned above, but you put more eloquently, it doesn't feel like much of a penalty...
