That's quite an offer! Are you sure a mass xbow upgrade next turn will be able to prevent Babylon's capture? Especially when they can't fire the turn they're upgraded. I guess I'm assuming you've already finished your moves when this image was taken.

Inca would accept Babylon and Sippar into the empire and be happy to allow an Akkadian civ to carry on in the rest of your cities. Nebby will be granted safe passage. I have other reasons to refuse the offer as well, though mentioning those may be revealing too much. Suffice it to say I am sorry I could not have been of assistance. I would also like to say that I appreciate the intel, and I will use it to plan my next actions.

If interested, ask for all our cities and propose open border as well in this turn. Inca has no reason to use this as excuse to war unless blood thirsty is in their nature.

Good thing is that we still have the second largest military standing and highest in science (not sure hiw much lead to the second though) so we can afford to rebuild our infrastructures and survive the game even longer.

I would, if I were you. You have the second largest military, with the most advanced weapons, next to you, and you didn't help him in his time of need! Whereas we have just concluded an amicable peace treaty...and you just told him you have little military to speak of, and no war chest....
