Secondly your example still does not fit. The demerger of Krupp and so on was a measure of denazification and / or demilitarization and not economic stimulus. As a matter of fact without German politicians like Adenauer or Erhard the free market may not have prevailed in Germany after the war. I am not an expert on postwar Japan, but I would be suprised to discover an entirely different policy there.

While Bush Sr may have made mistakes, his preparation for the Gulf War was not one of them. It seems more likely Bush Jr was constantly motivated by wanting to redress his own mistakes in order to redeem himself in the eyes of his father - and failed utterly. Combining his efforts with Dick Cheney probably wasn't helping either.
I consider leaving of units from Iraq, leaving Saddam alone and therefore massacre of Kurds and rest of Saddam´s opossition as terrific mistake. Of course, it was also about politics, diplomacy and so on - another reason for awareness of Bush junior and his overeaction.
