Do you tell the truth when the AI asks if you are about to declare on him?

When you get your armies encircling the enemies cities to prepare for war, the AI will ask what they are doing there. Do you normally tell the truth or lie and bide more time?
 
Normally they don't ask until it's too late .. I tell the truth, we war, and after no too long, they're clamoring to offer peace.
 
I've told the truth once and my vulnerable (not set up yet) artillery got hit pretty hard. It really depends if your rival has troops nearby. Lynig is okay f it'll save you a unit or two. Otherwise, the other civs don't trust you, call you a liar, etc.
 
It depends on whether I'm ready for war. I'v only managed to get in one complete game. The first time, my newly discovered swordsmen were still half a continent away, so i lied and backed away far enough to be invisible. the second time all but a samurai were present, so i decided to declare right then. My swords, spear, and archer got pwned in the face, bu the catapults (once they were in range) managed to take down the city defenses as my melee was dying. ONE of my Samurai showed up and the city (and the game) was mine.
 
I generally tell the truth. A lot of the time I am actually just passing through. What gets me is when they ask and you just have one unit there (maybe they're expecting others to be behind). On a recent archipelago game I would just station my flotilla two hexes away from my target's borders and they would have no idea until I declared.
 
It depends on how strong I am. If I'm very confidant in my pending attack I will tell the truth, if not I'll lie.
 
If you lie and attack very soon after, this will have serious response from the other AI players.

Playing a game where I attacked one turn after I lied and that cost me most of my trade agreements and now I keep getting random insults...
