Regular inmates get their rent and meals paid for, is it the same with house arrest?

Seriously. I'm curious.

What type of crimes get a person house arrest anyway?
 
Crimes don't get people house arrest - expensive lawyers do. Poor people go directly to jail, and do not pass go.

As to your other questions, I'd certainly think that sustenance would be the obligation of the detainee, although I can't say for sure.
 
Most cases of house arrest that I've dealt with involve non-violent crimes, usually DUI's, petty theft or employment related thefts, minor drug charges such as simple possesion/paraphenalia and frauds.

In PA those on house arrest are put on electronic monitoring through the use of a tracking anklet under the supervision of the county adult probation office. The defendant may somtime be required to have a job and his sentence will be modified to allow him work release for a certain number of hours a day. Those in a 'work from home' situation are an exception requiring no change in monitoring.

The defendant, (if I remember correctly) does not have to pay for the monitoring, but certainly is not paid for the ability to serve his sentence on house arrest. He provides his own meals and other essentials. Some of the logic in house arrest is to reduce the cost of the inmate population.

In actuality a house arrest or halfway house sentence is only dependent on the nature of the crime and the defendant's prior criminal record.
