European vacations are considerably longer than American ones and in some countries it's illegal not to use all your vacation time. He could be gone for awhile.

No joke, Patricman. My ex-girlfriend's Mother lived in Norway and ignored the mandatory vacation rules. She did go to jail for not taking her mandatory vacation (this is, of course, a great source of humor to those of us who know and love her. ).
