Huh. This is plain stupid. Here you have a lawmaker who riles against regulation and is hell bent on removing restrictions to freedom and liberty but whose proposal will only spawn more regulations and restrictions.
So the law gets repealed and dwarfs can now lend their services and lease their body to bar patrons for a fee. Great! A dwarf consents to be tossed for fun but while he assumes some of the risks involved in his work he can only assume so much. Being inherently a risky job, the State must necessarily lay down the rules on how he is to be tossed (horizontally or vertically), how far and how high, by whom (bar patrons who are not too drunk to have lost all sense of aim), how often a dwarf is tossed, where the dwarf is to be tossed (inside or outside the bar), how high and wide should bars be to be allowed to have dwarf tossing (higher ceilings, wider rooms), and most importantly, the kind of work benefits and hazard pay to be given to dwarfs (-ves?) who do overtime work. Eh.
I don't think the dwarf tossing business generates that much of an income to justify the amount of money needed to regulate the job and the incidences of the workplace to ensure that no one dies or gets seriously hurt.
Prostitution, on the other hand, hauls in tons of money, that while dangerous and risky, may be regulated to such an extent that the State still earns surplus profits despite strict mandatory testing, licensing and regulation.
Florida actually saves more money by keeping the ban on dwarf tossing intact.
