Darius I 9-3=6 - He was a great leader and he chould have some ability about economy, but I think that Satrapies UA is already representing his reign (as he probably created them). He was an Achaemenid, and he's too close to Cyrus the Great. Also, Persia is in low need of another leader right now as it was just added.

Pachacuti 13 (16-3) It's true that there aren't many good choices for the short lived Inka empire. In my opinion there are 4 - and we had two already, one of them (Wayna Qhapaq) wasn't a top choice. That leaves Tupaq Inka Yupanki (who would be my favorite choice) and Attawallpa, who could be interesting as well. They could also go with a more obscure earlier (pre-empire) leader that has a different focus than ruling a large empire, like the famed Inka Ruka (who, while historical, was seen as their greatest legend by the Inka) or probably legendary first Inka Manqu Qhapaq. But legendary people aren't that popular around here.

Darius I (6-3)=3 A second Achaemenid Shah for Persia is not a high priority at the moment, no matter how great a ruler like Darius was. They had both Cyrus and Darius in Civ4, but should Persia receive a second leader in Civ 6, I rather they pick a Sassanid shah or even Shah Abbas.

Pachacuti (13+1)=14 I'm not so convinced by Atahualpa being worthy as a Civ leader (he fought a long bloody civil war with his brother Waskhar, then got himself captured by a small group of Spanish soldiers/conquistadors, ending up getting strangled after a ransom gone wrong). I'm not sure Pachacuti should be the next to go.

Haile Selassie (14-3)=11 His return as Ethiopia's leader in Civ6 is unnecessary when they are other options. Ethiopia has a long history stretching back to Aksum, with a bunch of good leader choices. I was pretty shocked he was picked as Ethiopia's leader for G&K, then wondered if he was chosen because he's the Rastafarian messiah.

Enrico Dandolo 23+1=24 - I, for one, would welcome return of Venice - but only if it could settle more cities. Or even better, as a choice to lead Italian Civ. And there isn't better choice for Venetian leader than a man who completely changed Fourth Crusade, conquered one of the greatest cities in Europe, and that all was in his ninetees and he was also blind. He made Venice great again.
