Pachacuti 13 (16-3) It's true that there aren't many good choices for the short lived Inka empire. In my opinion there are 4 - and we had two already, one of them (Wayna Qhapaq) wasn't a top choice. That leaves Tupaq Inka Yupanki (who would be my favorite choice) and Attawallpa, who could be interesting as well. They could also go with a more obscure earlier (pre-empire) leader that has a different focus than ruling a large empire, like the famed Inka Ruka (who, while historical, was seen as their greatest legend by the Inka) or probably legendary first Inka Manqu Qhapaq. But legendary people aren't that popular around here.

And there isn't better choice for Venetian leader than a man who completely changed Fourth Crusade, conquered one of the greatest cities in Europe, and that all was in his ninetees and he was also blind.
