Genghis Khan (24+1)=25 I place a higher priority on his return, more than most of these other leaders. The Mongols can offer something more than the simple horse raider civ like Scythia, maybe a focus on better siege equipment, or on trade routes. Scythia is definitely way more generic, and shouldn't have been a playable Civ in the first place (their City-List is proof of that).

Pacal 17+1=18 I think that the Mayans should get the Greek treatment to represent their city states. Now granted that the Mayan city states are well less define and are less characteristically as the Greeks, but I'm sure that the team can work this out. I wouldn't mind seeing a return of Pacal if he is along side other Mayan city state leaders like Lady Six Sky or K'inich Yax K'uk Mo.

Genghis Khan (23+1)=24 I think his score should be as high as Ashurbanipal and Shaka's. Scythia is a generic horse archer Civ in the vein of the Huns, while Mongols can be a lot more specific. I'm hoping Genghis/Chinggis shows up in the first expansion.

Genghis Khan (24+1)=25 Mongolia is one of the Civs that most Civ fans are asking why are they missing from the Civ6 vanilla. I hope it's not because of the apparent genocide they caused. Scythia is boring! Plus Mongolia can be a medieval horsemen Civ.
