Genghis Khan (24+1)=25 I place a higher priority on his return, more than most of these other leaders. The Mongols can offer something more than the simple horse raider civ like Scythia, maybe a focus on better siege equipment, or on trade routes. Scythia is definitely way more generic, and shouldn't have been a playable Civ in the first place (their City-List is proof of that).

Now granted that the Mayan city states are well less define and are less characteristically as the Greeks, but I'm sure that the team can work this out. I wouldn't mind seeing a return of Pacal if he is along side other Mayan city state leaders like Lady Six Sky or K'inich Yax K'uk Mo.
