Foreword​

Welcome to Empires of Joy.

This game is loosely based on a scenario for Civilization V which replaced the post-industrial technology tree with technologies straight out of steampunk/dieselpunk settings. By the end of a campaign, you and your rival would have gone from fielding infantry and &#8220;land ironclads&#8221; to large hulking landships and large airships. Empires of Joy takes a lot of inspiration from that setting as well as the usual inspirations from Paradox games, books and media, other games running on the subforum.

Big thank you to RobertCant, who inspired the Mine-Factory system and the Solutionists. Ninjacow, Tolni, Tyo, Redspy, and a few others for help on the rules draft; especially NC. EQandCivfanatic whose BOTWAWKI markets inspired this system. TK for the map. Making this ruleset was very enjoyable, and seeing the gears click as some early readers read the rules encouraged me to continue with development.

Before joining the game, keep in mind that players are empires, and that like real life, international diplomacy is a cutthroat and skill-based game. If you&#8217;re looking for a game with burner turns in which you can just roleplay all day and never have to engage with other players, I really can&#8217;t suggest this game to you. If you don&#8217;t have high school competency in math, I most definitely can&#8217;t recommend this game.

But if you're looking for a challenge, the I got the perfect game for you.

Introduction


Ground Rules
Empires of Joy begins in the year 2136. Each turn covers a four year period. The first turn will cover 1 January 2136 to 31 December 2139. The second turn begins 1 January 2140, and so on.

Each turn begins with an update summarizing the events of the last turn and issuing events. Before a turn is over, players are expected to privately message me a comprehensive set of orders on CFC. These orders should be neat and orderly and comprehensive. I do not want to be CC&#8217;d private diplomacy messages between two countries. I do not want to pick through several private messages to figure out your orders.

I do not want to look for game questions in private messages. Please find me on the Discord server or leave me a visitor message if you have questions. If you don&#8217;t have a link, one will be provided.

Each turn concludes with an orders lock. After this point no orders will be accepted. If you do not inform me you will miss orders before an orders lock, you will be penalized. It is the players&#8217; responsibility to know when orders are due.

The game will be divided into two phases: Pre-game and game. The pre-game phase consists of several claiming rounds, during which players can join the game and create new nations. This ruleset includes instructions for initial sign-ups. If the main game has started, please contact me on Discord or through a PM if you wish to join.

Player Rules
1. All OOC chatter in the thread must be marked as such with OOC. OOC chatter is highly discouraged as players tend to be selective in what OOC they think is &#8220;OOC&#8221;.
2. Image macros, spam, memes, off-topic banter, etc., are not acceptable and will result in infractions. Please.
3. No personal insults. I have zero issue with rampant IC propaganda against a country&#8217;s ruler or people, so long as it fits and you&#8217;re not spamming.
4. Do not, under any circumstances, post screen captures of chatroom conversations in the thread. That&#8217;s just a disaster, and you know it.
5. Finally, if you are deemed unusually disruptive to the game, you will be removed from play and reported to the moderators.

Game Moderator Rules
1. By joining, you accept that I have complete and absolute power to make decisions within the confines of forum and subforum-specific rules and guidelines.
2. I am not aiming for specific events to occur at specific times. I&#8217;m not going to railroad players down specific paths for their empires. I strongly encourage everybody try to beat their own path.

Setting
Empires of Joy is set in a vaguely post-political apocalyptic world with a point of divergence of 1920. However, when joining, very little history a player creates that extends before 2100 will be considered hard canon. Technologically, the world is very similar to the world of 1936-1940.

Player-controlled polities are referred to as Empires. Empires control one or more province on the game map. Each province produces a combination of resources which can be consumed, used, or sold to the International Market. Empires can build mines, factories, and units to achieve geopolitical gains.

Every empire and every province has a unique ideological and militant makeup. The hope is that every province will develop its own stories in the minds of players.

List of Updates

The 2135 Conference of Bombay: The Conference oversaw the political division of the world diplomatically. During this pivotal conference, two empires in her midst suffered revolutions and several new states emerged and sent delegations. By the end of the conference, faultlines could be seen forming in the Caribbeans, North Africa, and South Africa.

One of the most significant aspects of the Conference of Bombay was the dividing of the Republic of China into several spheres of influence by neighboring and colonial European powers ranging from Pulias and Wallachia to Japan and the United Eastern Coalitions.

2132-2136: Revolutions and Rebellion: These four years saw the Conference of Bombay, revolutions, rebellions, economic growth, and uncertainty over world iokril reserves. Technologies once the exclusive domain of singular empires became widespread, with the blueprints for advanced factories and military installations being hot-ticket items. No major political or economic blocs formed during this time, but an impromptu diplomatic coalition formed between several powers against the Republic of China following the latter's attempt to expand into Persia.

Blue Oyster Cult
Government: Democracy
Description: The official history of the Blue Oyster Cult and her leader is wrought in...mysticism. As a matter of fact, not much is known about the country's official history other than that Alric Loom was the descendant of New York survivors of "The End". With all that said, the Blue Oyster Cult has been called a sacrifice cult with a particular affinity for funeral pyres. The BOC rules New England, Eastern Canada, most of the Caribbean, and the southern half of South America with a democratic fist.

Greece
Government: Democracy
Description: Greece prides itself as being one of the few democracies left in the world. Greece is an oddity of a nation. It has managed to expand beyond Greece, Macedonia, and Crete into Albania, Anatolia, and the Middle East down all the way to the Red Sea and Indian Ocean. Neighboring the Kingdom of Wallachia, UEC, PSI, and Republic of Rome, Greece straddles the crossroads of the world, defiant with her democratic traditions.

Freeman Republic
Government: Autocracy
Description: In theory, the Freeman Republic is a republic which grants full citizenship with voting rights to persons who serve six years in the military. In practice, the republic is an autocracy ruled by Marshal Andrew West, no relation to Victor West of the United Victoran Directorates (as far as this author is aware). The Freeman Republic has been at the center of several controversies during the Conference of Bombay, having gotten into diplomatic challenges with Pulias prior to the revolution, Imperio du Soliel (prior to the revolution as well as slightly after), and the Republic of Rome.

The Freeman Republic espouses an extremely pan-African ideology. West has spoken of the Freeman Republic someday being the sole republic in Africa and has spoken lightly of eventual world domination. With that said, the FR has working relations with other African powers such as the Humanist Republic of Unity and Empire of Tyo.

Kingdom of Wallachia
Government: Autocracy
Description: Dragos Grigorescu rules the Kingdom of Wallachia with an iron-fist and has turned the kingdom into a strange global empire, with a sphere of influence in China's powerful industrial heart and a large colony in South America. Altogether, the kingdom borders over approximately seven other empires and on the mainland is wedged between two democracies (Valkyria and Greece), the Republic of Rome, and UEC to the east.

Oceania
Government: Autocracy
Description: Not much is known about the extremely secretive planned economy that controls Australia, New Zealand, and scores of islands in the South Pacific. What is known is that Oceania is a great place to live. Really, come visit.

People's State of India
Government: Autocracy
Description: The PSI is an autocratic socialist/communist state led by the charasmatic Divit Badal. During the Conference of Bombay, the PSI and her diplomatic allies forced the Republic of China to withdraw from his attempts to control Persia and Central Asia, leaving the former in the hands of the PSI and the latter in the hands of the UEC.

Republic of China
Government: Democracy
Description: The Republic of China was once shaping up to be a major regional power, but then it suddenly stopped. Corruption and poor governance squandered the RoC's potential before finally being divided into spheres of influence by several regional powers and two European powers. The ongoing revolution in the Revolutionary Republic of Pulias may spark new hope in Hong Kong, where that empire still maintains a sphere of influence.

Republic of Rome
Government: Oligarchy
Description: In times of crisis and turmoil, it seems that Italy has a habit of looking toward ancient Rome for inspiration. That is no less true today with the Republic of Rome. The Republic of Rome is a free market oligarchy that rules over Italy, Sardinia-Corsica, Sicily, Tunisia, Libya, Egypt, all the way down into southern Sudan and east into the Sinai. At the time of writing, Rome borders nine separate polities, including the counterrevolutionary state in Algeria.

&#26085;&#26412;&#21332;&#21516;&#32068;&#21512;&#22269; - Nippon Kyoudou Kumiai-koku
Government: Democracy
Description: The SJC has confused outsiders before. The name feels socialistic, if not communistic, to the casual follower of world affairs, but the Japanese Cooperative is certainly a free market democracy led by Director Kikkawa Takeshi, and industrialist and noted investor of some renown. The SJC controls many islands in the North Pacific as well as Hainan off the coast of China. Of significant value to Japan is her northeastern sphere of influence in the Republic of China.

The SJC has been a fairly peaceful and calm power. In exchange for ceding her colony in Luzon to the Islamic Republic of Tagalog, the latter power threw it's support behind Japanese sphere claims in China.

United Appalachia
Government: Oligarchy
Description: UA is one of the largest contiguous empires on the planet. From its military-industrial center in Virginia, Tennessee, and Pennsylvania, the UA seized Texas not long after the collapse of RexTrade Incorporated, allowing the UA to expand down through Mexico into Central America all the way to Colombia. The socialist/communist UA in 2136 is a power to be reckoned with.

United Eastern Coalition
Government: Autocracy
Description: Of all the polities to form in the new era, the United Eastern Coalition is one of the most unique. As the official introduction and history of the empire alludes, the UEC isn't really a coalition, but more of a federal or confederal autocracy ruled by Grand Premier of The Coalition and the Moscow Eastern Nationalists Party. The UEC can be considered a single-party ultranationlistic fascist state stretching from Ukraine to the Far East down Tabriz and Turkestan in the Caucasus and Central Asia.

The current party seized power through the military and bureaucracy in the early-2100s, dismantling the former basis of legitimacy and power of the Russian Federation. The leader of this coup was former Secretary of State Aleksander Yekom. The bloody coup saw the deaths of the members of the State Duma as well as the then-president and many other political leaders. The Communist Party was abolished and mass arrests and executions followed.

Since then, the UEC has maintained an iron grip on power through not only violence, but the strong charisma of Grand Premier Aleksander Yekom, who still lives and rules of the UEC to this day.

United Victoran Directorates
Government: Autocracy
Description: Originally the Great Lakes Directorate, the UVD spent the first quarter of the twenty-second century expanding her power across Canada, Alaska, and soon South America. The UVD is ruled by the charismatic Victor West who rules the UVD with an iron fist under the auspices of Victor's Truth, or Victorism as it is known to many. Victorism is a fascist ideology. In terms of overseas possessions, the UVD is one of the largest colonial powers in the world.

During the Conference of Bombay, which settled the question of UVD-South America, there was a brief diplomatic rumble between the Blue Oyster Cult and UVD. The former had issued diplomatic challenges against UA Cuba and Jamaica, to which the latter responded by challenging the legitimacy of most of Blue Oyster South America. The BOC was forced to step down from her challenges, but the tensions remain.

Valkyrian Republic
Government: Democracy
Description: High Protector Wilhelmina Frost rules the militaristic Valkyrian Republic. All property in the Valkyrian Republic is owned in common (or as critics say, by the government), and military service means citizenship. Citizenship in the VR carries strong values of national service and humility, drawing comparisons between the VR and templar orders of a bygone era.

Government: Oligarchy
Description: The FLBP was a short-lived nation in South Africa between 2115 and 2128. Ruled by Jean van der Dood, the nation ultimately succumbed to the expansionist Empire of Tyo and the opportunistic Imperio du Soliel.

Rex Trade, Incorporated
Government: Oligarchy
Description: RTI was a brief experiment in corporate governance that controlled Texas, Alaska, and Maracaibo for four years between 2123 and 2127 before collapsing underneath the weight of gross incompetence. The RTI seems to be most fondly remembered by international relations professors in the Blue Oyster Cult who believe the RTI would have formed a solid containment field around the UA, the BOC's off-agian, mostly on-again, rival.

Union of Co-operative Republics
Government: Oligarchy
Description: The UCR was a short lived union of communist states located in Guianas, Trinidad, and Barbados. The UCR suffered political collapse in the 2120s and was divided between the BOC and UVD.

Introduction
The United Eastern Coalition (&#1057;&#1086;&#1077;&#1076;&#1080;&#1085;&#1077;&#1085;&#1085;&#1072;&#1103; &#1042;&#1086;&#1089;&#1090;&#1086;&#1095;&#1085;&#1072;&#1103; &#1050;&#1086;&#1072;&#1083;&#1080;&#1094;&#1080;&#1103;) is a union of eastern nations of slavic descent held together under the ultra-nationalist agendas and iron will of the Kremlin in Moscow. Officially a co-operative joint "coalition" of nations, the truth is that the UEC is purely a military dictatorship that either peacefully or not annexes its neighbours, with the Grand Premier of The Coalition and his lesser administrative officials ruling without limitations. The Coalition itself is extremely isolationist, bearing great resentment towards ethnic groups not of the "east bloc", and their society is mostly based around the concepts of strength, growth and sacrifice for the nation. Political dissent is met with force, and the only political body that is unofficially allowed to grow is the Moscow Eastern Nationalists Party (MENP). All other parties are often suppressed by the police.

History
The Coalition was established after a series of brutal civil wars had shattered the former Russian Federation in the early 2100s. Extremist ultra-nationalist movements under the secret leadership of former Secretary of State Aleksander Yekom had for many years gained ground and popularity with the civil populace in face of a corrupt and mostly-viewed decadent government.

Declaring that now was the time for change, the ultra-nationalists, whom had now gained support within the former Russian military and other vital departments of the federation's power structure, laid siege to the Kremlin - where they purged the historic building of all former political figures, including the president. The very same day, the Communist Party was abolished, and a majority of its members were either imprisoned or executed.

This changed Russia forever, as a power vacuum was left behind by the ensuing chaos. The newly established United Eastern Coalition was able to secure a majority of the nation through momentous popularity and with sheer might of the military, but there were still individuals whom clung to the old order, and whom refused to abide with the new nationalist power which had risen from the ashes of Russia.
