Lionic, there's no way to hack the 31 civs limit - Antal1987 posted about this. Civ4 suffers civs limit as well - but 64 IIRC.
On the other hand, you can easily imitate > 31 civs. I already posted about this in one of Balam's unit threads - his units are great and I'd like to use as many of them as possible.

Indeed, it's a bit sad to see one of the greatest empires of its age reduced to "marginalia", but hopefully I've helped to remedy that a bit.
