I read some MS technical pages and found a threat where they described to switch off the "enabled write combining" for graphical crashes which caused programs to close to desktop or reboot the computer, of course MS said it's a driver failure of the manufacturer and not theirs, but they gave it as an advice
anyway, im also playing windowed mode! so, i went to the desktop, opened the settings, then the advanced, then the troubleshoot(theres also the graphical hardware accalleration, which you can't switch off, else you get an rendering error and the game wont start) and i deselected the 'enable write combining" guess what, i had a CTD or Reboot every 3turns...played 40turns so far without it happening...ok, i can be lucky this time i know, since civilization is very bad programmed it all depends on luck
but still, maybe it could help someone else? 
Oh yeah, I almost forgot, the minimap looks like eaten cheese now while switching this off!!! watch the added screenshots.
I also get black terrains after switching this off, refreshing the screen helps though!
so i guess the all CTD and rebooting are no memory leaks eventually, which i would have find strange if this game is"like all say" , c++ programmed, because in C++ you just get alot of warnings and good debugging helps to find such problems...i would say it's all related to one and the same failure, and that is the drivers of the newest DX, Video-card-drivers and the things Civ uses..im not sure of course what actually is the problem, but im pretty sure here you'll find the solution and not in the memory leaks.
also, every now and then, normally at times i usually expected a crash...i dont get a crash now, but instead the screen freezes for half a minute, sometimes longer, but at least it didnt crash so far...but about the freezing, its still annoying i now get freezing screens at the rate i usually was getting the CTD or Reboot errors.
