One thing I tried for a post-apocalypse scenario that I never got around to finishing, I did a simple copy and paste to replace the goody hut with the city ruins. I wanted to create the feel of exploring a vast wasteland and entering ruins to discover ancient secrets (or perhaps disturbing raiders/creatures). It worked pretty well in my tests for the most part, though you'd have to change some of the goody hut text so it works better (i.e. instead of "XXX tribe gave us abc technology" it would be changed to "we discovered the secret of abc technology in these ruins", or something like that).
Another idea for city ruins, perhaps some of the talented artists at Civfanatics can tweak the city graphics to create the kind of ruined cities common in Fallout artwork, with blasted skeletal skyscrappers, etc. Imo it would look more "Fallout-ish" than the jumbled pile of stone blocks that are the standard Civ3 city ruins.
Well, just a couple of ideas for you to consider.
