3. Yes, it's better to limit the effect to one city. I think the best way to exclude flood plains etc. is to make have the effect never raise the tile output over 2. The description should be adjusted to indicate this: "Desert tiles yield at least 2 food and 2 commerce".

Should it be:
A. Desert tiles yield at least 2 food and 2 commerce BEFORE applying improvements, routes etc.
or
B. Desert tiles yield at least 2 food and 2 commerce AFTER applying improvements, routes etc.

I currently implemented version A.
The only real difference is that desert river tiles with an improvement that yields commerce have 1 more commerce in version A.

I guess that the Burj Khalifa shouldn't allow improvements on desert tiles if they would otherwise not be eligible, right?

Yeah, option A makes more sense. And I agree, it should not allow improvements. I think you can implement that by applying the effect after the nature yields function.

That's what I did. I initially implemented it in the nature yield function itself, but that allowed cottages and farm to be build on non-flood plains desert river tiles. (Normal desert tiles still couldn't be improved)

How about this for a more balanced Metropolitain effect: Buildings (not wonders) provide extra commerce equal to their culture output
 
Why not simply put a max cap to their output, just like Holy Shrines have?

I think that would remove a part of the strategic decision in which city you should build the wonder.

Okay, just to clarify, the current thought is that only the city with the wonder is affected.
 
I know.

What I mean is that I think that the bonus of the Metropolitain shouldn't be equal for all cities, which a cap will do. In some cities it will be more effective than others, similar how the Empire State Building is stronger in certain cities. You have to make a strategic decision where to place it to maximize its effect.
 
Yeah, I just wanted to introduce that aspect into the discussion so everyone can assess its potential power. I'll do a real investigation of the amount of building culture available at that stage of the game.
 
Well then, since the Metropolitan is supppsed to represent urbanization at its highest state, how about extra commerce for 'Renaissance era buildings and beyond' only?
So that basic infrastructural buildings, such as granary and library wont be affected.
If this is a bit harsh, it could be changed to buildings from the Medival era and on.
