The only leader who I know has been stated to be beyond redemption is Tebryn Arbandi, whose soul is Ceridwen's property. However unlikely, I think even Hyborem could be redeemed.

Couldn't Hyborem switch to Order every turn, as long as someone is willing to use a missionary every turn? And couldn't he switch to Empyrean or Runes and become neutral?
