Financial Difficulties - Noble Difficulty (Advice Needed)

Sorry didn't really understand Universal Sufferage..care to elaborate? I had thought I had a town with towns in it, and universal suffrage adds shield points to it right? Plus what did you mean by 'And you also don't have the money to buy anything'?

Sorry, yeah, 1 hammer (shield) per town, not commerce. My bad. The thing is, you have a few towns in your capital and that's it. Also, Universal Suffrage allows you to buy units/buildings, but you don't have enough money for that!

Representation gives you 3 happiness in your 5 biggest cities. Meaning in pretty much all your cities. That means you can work an additional 3 tiles per city, making your cities larger and better.

I'll give you a save after some turns. I made the trades, got a Great Engineer and rushed the Great Library (didn't want to lose it although it was just 10 turns to build but I didn't know how long the AI had Literature), teched to Civil Service next, Guilds after that, started on Banking (switch to whatever you want).

I whipped Courthouses everywhere, so that's done. I also deleted all obsolete units except those necessary for happiness in cities. I'm a little behind in power but the city building the Heroic Epic will have to pump out units only after this. Also need to build units out of Hamburg, Berlin and Ulundi. And you need to grow grow grow.

Also, got a Great Merchant that should be sent (protected by a Knight) on a trade mission to another civ to get you some money. You can then a) run science at 100% despite losing gold or b) buy units and buildings in Universal Suffrage. I'd go for the first since you get to stay in Representation.
 
Man guys thank you so much, this must be a blessing for a beginner like me. I will definitely take a look at that save game and revise my own as well to the tips you guys have given.

Will post up a new save game soon after 30 turns, fixing most of my civilization's flaws at the moment. Hope to get as much feedback then too, thanks again guys.

Hey guys I'm back, and made some drastic alterations to the way I'm playing. Well I think I've solved the financial problems, and I'm slowly building up my military in my old capital, hoping to get some knights and trebuchet up asap to go to war.

Problem is now, if I go to war, several of my cities will become unhappy and this will cause my income to drop rather dramatically. Any suggestions to overcome this? I was thinking about declaring against the Germans and wipe them off the map first before heading on to the next war.. but is this really worth it? Besides the satisfaction of ending a civilization I guess, hehe.

Also about my civics, should I leave it be before I head to war? Relating to the previous problem, if I do change it, it'll cause massive unhappiness in several cities as well. But I could certainly use the Police State and Vassalage civic in war. And I'm considering switching another city to mass produce units, seeing that I have too many commerce producing ones (really overkilled it, the only city producing units is my old capital now).

Unless you can vassalize the Germans and make sure they're useful it's better to finish them off, thus getting rid of the "return to our motherland" unhappiness.

If you're thinking of prolonged wars then switching to Police State & Vassalage is better. Just don't switch out of Slavery, that wait you can whip away the unhappy citizens. Consider researching Drama, building Theaters and if needed raising the culture slider for additional happiness. It's +2 happy per 10% culture (1 "native" and 1 from theater). Plus, if you have a colosseum it's another +1 per 20% culture. Just raising the cultural slider to 20% gives you 5 happy faces.
