They don't care about IP addresses, MAC addresses, or anything of this nature, they are modifying a telephone law and applying it to the Internet as well. The thing that really scares me about this law is how vague it is. It does define what an annoyance is just says that any message with an "intent to annoy" will find the original poster in jail for two years. Anything could annoy someone. I'd bet that my avatar and signature could annoy someone, that's 2-4 years right there if persecuted.
