The question seems to be what are we defining as the equivalent of warp drive technology. Will the requirement to aid charter members revert to it's original strict requirement with this redefinition of the Prime Directive?

I have no objection in principle to this. In fact it would more closely mirror Star Trek in that not all warp capable civilizations were members of the Federation. However those that were would be protected by the Federation.
 
I am totaly lost between the Prime directive and Hard work (long hours) as well as this tour of duty in the Badlands... The region of space is tough on the engines, so us engineers have to work double shifts :(

Reform of Prime DIrective

The StarFleet Command and the Congress of the Federation have considered a final reform of the Prime Directive. Reason for this reform is multi-fold. First and foremost is the treacherous act of Klingon on betraying the Charter. It is our concern that we must deal with this as swiftly as possible so that the Federation can prosper and grow.

Next, several contacts with other civilization has been made within the alpha quadrant, all of which possess technology far superior than ours. The spirit of the Prime Directive is to ensure no interaction with pre-warp civilization that might nterference with their natural evolution. It is obvious that interaction with warp cable civilization are indeed a natural course of evolution.

Based on the above, it is our believe that the Prime Directive would better reflect the spirit of the founding of this Federation with the following ammendments:

  • all trades initiated by more advance civilization are allowed (see note [1])
  • we would encourage such civilizations to adopt the Federation Charter
  • we must protect all Federation member

[1]: a Civ is consdiered more advance if on the tech trade screen, it has more techs that we don't have than techs we have that it doesn't

We are now opening this reform to all Federation citizens for public debate. Barring any objections, all StarFleet Officers are empowered to act according to the reformed directive with effect from the reception of this transmission.

The Communications Officer is by no means an expert in matters involving currency (excluding that one time with a Ferengi, and that was back when I was still in starfleet academy), but this might be an inclination to our falling behind:

It puts our ship-building technology back on par with the rest of the world, and opens up the line towards Astronomy. Something about reaching towards the stars must appeal to me.

I built a lot of cheap harbors and granaries to help our cities, er planets, grow.

No military action reported, but the betrayer will not give us peace without price:

Half of his Empire? Nah, he has lots of cities waiting to be taken by the UFP. But don't take the one on the north. That one is used to drain his maintenance costs.

So you initiated the trade with the Cardasians .... specifically Gul Alex? That is a violation and is logged in your record. If on the other hand it was Gul Alex who initiated the trade, then its not a violation under the reformed Prime Directive.

On assuming control I review the state the state of UFP. The research section inform me that we need twice the amount of funds available just to continue science advancement at 50% of capacity. I decide that the research section needs to learn more about the real world and suspend research until sufficient funds are available. A number of planets are due to increase their populations in the near future but have insufficient supplies to sustain this increase without reducing productive capacity. I am not willing to reduce productive capacity at present so these planets are requested to stabilise their populations. A number of planets are implementing the technology to reduce the call on UFP funds however this means no additional military and weapons are being produced. I decide that only those planets with high costs should concentrate on this technology for the time being.

In the case of Mars I request it to use exceptional efforts to implement this technology. We have recently acquired a technology which allows us to build ships with a greater range. However none of these ships are yet in construction. I direct Earth to start on one with immediate effect.


A scouting mission of the enemy reveals plenty of new and improved vessels although invasion forces seems scarce.

The first ship of the new CX class is dispatched to explore the unknown reaches of space in a general westerly direction.

Earth is directed to concentrate on producing the new Maceman technology. Da Vinci arrives on Earth. After consultations about the best way ahead he helps to greatly reduce the time required to research the Engineering technology.

A further ship in the CX class is dispatched in an easterly direction.

A sub space message is intercepted revealing that the Russians have changed their commerce to something known as Free Market.

An attempt to transfer construction personnel from Ursa Minor is intercepted by a russian ship with unfortunate results.

Following concerns that our technology is failing to keep pace with the rest of the known galaxy I arrange the following trade.

We receive a communication from the russians proposing a peace treaty in exchange for 80 gold bars of gold pressed latinum.

Negotiations fail to reduce this figure. Regrettably the pictorial record of this offer was found to be missing after the event.

This proposal generates considerable discussion mixed with distrust. After considerable thought together wih a review of the vision intended by the charter it was decided to accept the proposal. However the UFP council decides to continue building up our forces in case of second thoughts by the russians. These forces may in any case be needed against the Arabians whose attitude towards the UFP is causing disquiet

An unfortunate side effect of the peace treaty is increased russian cultural pressure on Yekaterinburg.

The UFP council is considering whether members should move towards a far closer union in the future.

But I think The Klingons are getting hit harder by the WW than we are, that's why they wanted peace. A few turns ago, they wanted peace with a price of the return of Kitomer (read Yekatenburg).

Let's continue to build up the USS fleet, and ensure that next time we fight, we take far more cities from the Kingon, to teach them their forgotten values of honor.

When I opened the save the first thing I noticed was the majority of our planets we not growing period. After some tweaking and building a farm near Earth I feel that we can grow again without production loss. In order for our cities to produce/science/commerce we need people and need to grow regularly.

Cardassians approach us with this trade. Education for Guilds/200 gold and accept.
Approach by Dominion and want to trade dye for sugar and accept.

Navigator Treebek is hailing sir. Yep put him on. We are at our new settlement which has just created a CX class starship, which can cloak and has better weapons than the previous class. Excellent navigator.

Our friends have a beef with the Romulans and declare war on him. Since he is a member we may need to aid should he request it.

The Romulans are requesting we go to war with our friends. So many strange requests from these Romulans and of course denied.

Navigator Treebek is hailing sir: Put him on. Sir we have discovered another planet here and is quite suitable for habitation. Unfortunately we will need a constitution class ship to make a settlement here and feel we should do it soon. (island just west of Earth)

We received notification from the Supreme Council that we are the least advanced.
Cardassians seeks Open Borders with us and grant their request. This will give us opportunity to spread the charter.

Epsilon is a great commerce center and duly needs a University.

Settler done but want to keep him for new found planet since our system is getting full and getting those creatures that allow us to have mounted warriors would be paramount. After banking may I suggest we get Astronomy or try to trade for it.

We find a new method of weaponry and begin on banking to better fund our future. The dominion is by far the most advanced and have discovered liberalism.

Sabic builds university and start a barracks.

Vulcans will only give banking for GP but we are only a few turns away from banking so leave it so maybe we can get more out of him.

We need to find Cardassian’s whereabouts although we do have an idea and start sending Federation diplomats to spread our charter since we can now travel in his system.

As far as the settler goes we can settle him right now but I would him for the planet west of us which has horses. So getting Astronomy soon would be good and just upgrade on of the galleys to galleon to get there.

Suggest we get many Federation diplomats for the Cardassians/Klingons/Vulcans.
We need to add a food facility in Epsilon to work a mine. We should make use of our shrine and boost our science since we are deadlast.

In light of the change of the charter we were able to make some negotiations with more advanced races which will help us move ahead. The dominion now has engaged in a charter that has no distinction and proposes a new challenge to the charter. When a civilization goes with this new found “free religion” do we act as normal or are there any special provisions that Starfleet has.

(In hindsight I feel I should have traded banking for GP but now it's only 2 turns away. I want to have more umph trade wise to get astronomy from him which I believe he has. Once that is done I would upgrade a galley and get that settler on board and head to the island west of us. We need those horses. )
 
I would say any civ choosing free religion is abondoning the charter and adopting a neutral stance. Trading may proceed as if they are Federation member, but without federation obligation to protect them.

I am concerned where this game is leading us to. I suspect we have to resort to Diplomatic ... :sad:
