[GS] Full loyalty to revolt in 1 turn?

Hi folks! Long-time player, first-time poster here. I had an odd occurrence in a game this weekend, and I'm not sure if it's a bug or just a perfect storm of game events, so I thought I'd ask here and see what folks thought.

TL;DR: One of my cities went from full (and rising) loyalty to revolt in a single turn. Is this possible using normal game mechanics, or might this be a weird bug?

Build: 1.0.0.328 (426563)

Game summary: I'm playing Amanitore on Emperor at Standard speed. One of my first cities (Napata, population 14) is on my border with Sweden, and has been the subject of a few on-again, off again attempts by Sweden to seize it, so Governor Victor is stationed there. The city had been in my possession the whole game, and was at full Loyalty, generating about +27 Loyalty per turn. When we entered the Information Era, I went into a Dark Age, and the city immediately went into revolt (the first turn of the new era). I spent a few turns recapturing it, and once I did, it went into revolt again the next turn (or possibly one turn after that).

Details: There are several more of my cities nearby (Meroe, pop. 15 capital, 5 hexes; Heh, pop. 17, 6 hexes; Kerma, pop. 20, 7 hexes) as well as a number of Sweden's (Goteborg, pop. 18, 5 hexes; Norrkoping, pop. 15, 4 hexes, Jonkoping, pop. 18, 8 hexes; Stockholm, pop. 18 capital, 8 hexes; Lund, pop. 14, 9 hexes). Sweden is also currently in a Dark Age.

Any thoughts on whether this is a bug or just a case of bad luck/planning/timing?

Twice in the space of a week I've had the AI flip a loyal city with rock bands. Was a huge surprise the first time and I put it down to a complete fluke. Then it happened again and I figured it was by sneaky design rather than luck. Perhaps that's what happened?
 
Hmmm...there were a few loud concerts in the neighborhood around that time. Apparently the power of music is stronger than I thought...

Not sure about OldSlowTiger's specific case, but rock bands do get a very powerful promotion for flipping cities. Details taken from https://forums.civfanatics.com/resources/civ-vi-rock-bands.27716/

Regarding a culture victory, no. As long as your culture is high enough (which is should be) then they are no real threat, rock bands do not slow your CV, just speed up theirs. Regarding the Pop star promotion I do not know, it may be you lose gold which could break your country but it seems not to. If you care about your religion then religious rock bands can be annoying but you would need a lot of them to keep your cities converted, normally the pressure from other cities flips them back fast enough. Indie bands are the big problem, 2 indie concerts will flip any city and with the Hallyu card in play your entire civ could be flipped in one turn."
 
That would explain it then! Well, I'm glad it's not a bug...guess it's just one more thing to worry about in the future. Time for Music Censorship, I guess!
 
I had one flip, did not really care, killed the units and let it flip back. Then decided that the correct payback was as follows.
declare a colonial war on them.
Loot all their lands with 50% looting card in place and got 15K faith
Get the Hallyu card in play
Got enough indie bands to flip their entire civ.
felt good but a little hollow, stupid design.

am I gonna bother doing that every game I get a city flipped?
Nah... I just put great people and useless units on each wonder and campus.
another reason to not play the game too long, ... flipping stupid.
 
I had one flip, did not really care, killed the units and let it flip back. Then decided that the correct payback was as follows.
declare a colonial war on them.
Loot all their lands with 50% looting card in place and got 15K faith
Get the Hallyu card in play
Got enough indie bands to flip their entire civ.
felt good but a little hollow, stupid design.

am I gonna bother doing that every game I get a city flipped?
Nah... I just put great people and useless units on each wonder and campus.
another reason to not play the game too long, ... flipping stupid.

There's no retaliation like massive retaliation.
 
Rock bands with a certain promotion can each remove 50 loyalty. Bring 2, and city is insta-revolted.
Spies can reduce loyalty as well. Not having enough amenities, some policies boost loyalty too.

I guess, it was a combination of the above. 2 rock bands, or a rock band and a couple enemy spies. You can reload an autosave a couple of turns before that event and check whats going on to be free of doubt.

While rock bands are ridiculous, it's also ridiculous that this tactic has been a legitimate barrier in some capacity since Civ 4 (where stuff like workers and corporate executives could block paratroopers from taking a city the turn they landed since they are immune to nukes). Body blocking city states while not being at war with CS attacker is similarly silly.
 
3.... and to get 3 finishing on the same turn in the same city is not possible... 1 at a time dear sir for -20
Could it happen with spies from different enemies finishing the mission at the same time? In any case, yes, very slim chance for this scenario

Indeed, with the winds against you so badly you are bound to flounder.
Build a neighbourhood and they will leave your loyalty alone.

you have a card now that makes you immune to rock bands.
