The Phidias painting always comes with the Parthenon. It's on purpose.

The appearance of great works and great people rarely occur in the same time period as the game era. Also they appear randomly. For example, I've seen Darwin appear before Plato.

So is there like a bias for which Great Person you get depending on the civ? Like does America have a greater chance to spawn Robert E. Lee and Steve Jobs than say, China?

I don't think so. That would be pretty pointless as the GPs are not very evenly distributed anyway.
