18 for age of consent is absurdly high anyway.
In Estonia it is 14, which, again, is somewhat low imo.
I'd say 15 or 16 is about right and these girls certainly don't look younger than that.

Yeah, the word jailbait is extremely subjective and 15-, 16-, 17-year-old girls are NOT jailbait in most of the world. Unless the CFC rule enforcement decision-takers ban the Babe threads, there's no way most "jailbait" pics are against the rules. Of course, not all jailbait pictures are demotivational posters, in which case they could clearly be off-topic.

Keep in mind I'm not discussing the moderator actions, but simply the definition of the word jailbait.

You can here if BOTH the picture and the caption/context avoid sexually objectifying younger teens and children. Some of the picture above may have been older teens and might passed muster but for a jailbait caption. EG, a picture appearing to be a 16 to 17 year old without any caption or context referring to jailbait/younger girls, would pass.
A picture of a younger person without any sexual context or caption would pass.
