Re: 5051. I have seen some AI workshop just about every square (though it was all flood plains), maybe it really needed hammers.

It's only his capital--not some super important city he's had for a long time. I'm sure he'll eventually get to it. Of course, maybe he hasn't researched Irrigation yet.

Uh-oh... You caught me red-handed.

Yes, I used World Builder to spawn Mobile Artilllery. I'm not that good at military strategy in Civ4 (or any other strategy game in that matter).

In fact its a special trick that no human player has ever mastered to date.
1. Build farm -> harvest it
2. Build windmill -> mill it
3. Build workshop -> bake it

He has irrigation, and you can place farms on top of wheat/rice/corn resources without irrigation
Daft Mansa, he put his capital in starvation by doing that <.<
Strange enough, once he got to communism and adopted SP, all those workshops were gone.
