That barb's not going away unless I launch an amphibious assault, but Willie's swordsman has been keeping an eye on him for ages. Maybe he thinks it's Civ II where you could actually cross mountains.[/spoiler]

Barb cities can/will eventually build monuments; then collect culture/boarder pops as normal cities.One barb question: Do all barb cities expand to BFC after some time (only very slowly) or is this conditioned by something else?
