That isn't BUFFY (or BUG) ... it is the standard game. The dom limits are always percentages (rounded) - we just convert them to tiles to make it easier to understand. You can see this when you look at your land / pop percentages v the 'largest'. Your's show decimal places, the largest doesn't.Ummmm. It looks to me like BUFFY can't count! Any comments from our BUG/BUFFY gurus?

The third one is unusual, but it can happen ... There are even 2 possibilities:
- Alex or julius ( but not both ) lost so many units in the first turn of war that they passed the refuse to talk phase in the war dec turn.
- The second to play of them got the mediator event and acepted it.
I agree with what you are saying ... and I suppose that BUFFY is a little bit wrong. Domination is determined by percentage, not by tile count. BUFFY is displaying tile count because that is much easier to grasp. I guess we should modify BUFFY's tile counter to take the dom percentage and add 1 tile to it to avoid the rounding issue you stumbled upon. What I was commenting on was that BUFFY was telling me that I had 1568 of 1568 tiles necessary for domination but also that I had 50.99% of 51% necessary for domination, and I was NOT awarded domination until the next turn when I acquired more tiles. Obviously the judgements to whether I had domination or not was made on the fact that I had "50.99%" not 51% yet somehow I did have 1568 of 1568 tiles which is my maths book is all I need? So in saying I didn't think BUFFY could count I was assuming that I didn't actually have 100% of the tiles necessary for domination, yet BUFFY was telling me I did?
I am not sure what it is actually doing now.

My guess would be an event as well. I had situations where I got DOWd and there was the 'stop-war-against-mysty'-resolution on the turn of the attack and my attacker voted for it to passSometimes the AI doesn't want to be at war even though they declare it, it seems...
I was thinking more along the lines of Alex being dragged into an existing war or choosing to dogpile and then Julius capitulating to another AI who was at Peace with Alex. Julius would then make peace with everyone and then you'd get a message saying that Julius had capitulated and is now a Vassal state of Civ X. You can clearly see that there are other Log Entries if you were to scroll up... where we'd probably actually see the truth of the matter coming out as a capitulation-enforced peace by Julius capitulating to someone else. But Alexander both declared war and made peace...
