As much as Seraiel and I agree on practically nothing :mischief::D, he's right behavv. That's actually a pretty decent city, especially with what Sera mentioned as well as the wheat and copper on the border pop.
Change your build que, rush Toku, and I'd recommend taking another look at your map, especially where those two mountains are ;).

You'll never win a culture war against Toku anyway, AI builds way too many useless buildings like Temples and Monestaries with its ridiculous bonuses.

Better to only produce a Monument if you need the Copper and run Wealth apart from that. Size 1 city without any building at all + produces Failgold should work quite well. You can also invest in a Lighthouse + Granary if you think your games lasts long enough, then it makes a medicore commercial-city.

Totally overlooked that you have the GLH, so that city is even better than assumed.

Now you have a reason for a Library.

Hint: You can now also gift that city to Justinian, to develop it for you. The maintenance of 2 cities so far away should cripple his research and make him an easy target later.
 
Looking at your map, Justy just captured the city. Anarchy takes a bit, then he has build time for his que. Your borders should pop well before then. You need to take out Toku's city to the SE before Justy does, and solidify your borders. Also, I'm not seeing any troops from your screenie, where they hiding at lol?

Wow. Lol, I'm primarily a dove/builder myself. But even I recognize the need for some military muscle, especially if Toku and Izzy are in the game. You may want to change that philosophy just a tad for this game, especially since Toku appears to be wide open atm.

I had nowhere for military production, even the capital was pure commerce to the point that I was saving trees for when they would be needed (chopped GLH after maths + BW because all the AI were religious so I had a good chance).

Fractal never again.

Fractal can be evil that way (and with isolation), but on the positive side you have all those lake tiles that will become 3:food: tiles when you get up a lighthouse. That's pretty awesome.
 
I can't agree with that. The Pigs can be mined to have a decent production with the Cows, the city-centre and 1 Grassland Forest, and as long as the whip is available, food can be easily transformed to :hammers: . He's also FIN, giving the start enough :commerce: and there are enough trees too.

At last, settling 1S would have given 2 additional green hills + 4 additional Forests, if 8 :hammers: (10 with Forge, 14 with CS) were not enough.

I often play maps where more production is available and then find myself not using the hills until Replacable Parts, because the whip is far more efficient.

I wrote 8 production, and you see problems with that start, because you're fanatic of Caste System, while Slavery is the way better civic.

Get BUG mod then. at the very least use it for basic infrastructure you need everywhere, like Granaries and Forges, maybe Monuments and Lighthouses too depending on situation.
 
I do use Bat mod which I think is the same. In my current game I got all the golds, dyes, silvers and gems on my starting Island and ended up expanding all over the map. For once I needed full cottage economy and the bottom civics to support it.

I know this is off topic but yesterday I downloaded and installed BAT/BUG. I have to say it's like playing a new game. After several years I feel new life breathed in my civ4 gaming experience. Congrats to everyone involved in creating the mod.
