Does it have to do with the fact that land area and population can change in the same round for each player's turn?

This is another reason why all commands from all players should be executed simultaneously.

1) THis was a generally weird game, but I've never seen this before. After building Rome, JC built 2 cities on the Black Sea. I bribed some DOW, then joined the dogpile. When I finally had time to capture what I thought was his last city in Ukraine, he offered to capitalate, and I found this on my map. He built another city further north on hte coast a few years later...
