Why is there a Warrior there? Hut?
And I've literally seen a single worker stranded on a one plot island... for no obvious reason. Also, I saw, in my last game, Charlie sending out a stack of... 4 work boats (??) to explore. He only had one coastal city, his capital, and it was fully improved. Unfortunately, I did not capture a screenie before declaring war on him and wiping them out for the lolz.

This can happen if a city pops its borders onto a tile that contains a unit with which the city's owner has no open borders. The unit gets teleported to the nearest (with some slightly more complicated algorithm) tile, which could even be offshore.
No hut, I just wanted the warrior to see if there was any more land SW without sailing that way.

Ah, thanks, I forgot about the border-pop explanation... and that makes perfect sense, Revenant.
1) Bad timing. REALLY bad timing...
2) Just a strange discrepancy... look at the 'Theology' icons in the dialog box and the top row.
3) Speaking of workers on one-plot islands for no reason... one of my too frequent "Err, why did I just do that?" moments.
