No. Forts don't work like that. 2 wide until they need water. Not sure if a city could act as an extension halfway there to allow you to cross a 5-wide gap.

I'm pretty certain the rule is just that ships can enter tiles that have forts or cities and are next to water; that's all. So the maximum canal length is 2, unless you have some handy lakes.

Do you exclusively play those flat maps? (Great plains, highlands etc.) Just curious, it seems in most of your screenshots it's one of those mapscripts. I find them horrible myself.

Also I'm trying to figure out what 16/16 for 8+ could mean but I've not got a clue.
