[G&K Release Bug] Free harbor not making trade routes?

My free harbors aren't making trade routes as Carthage.

EDIT: It seems like I was getting the gold for them despite not having the icon. The icon appeared once I had researched roads. Is this just a poorly documented normal behavior, or something unexpected about Phoenician Heritage?

IIRC, you have to had discovered the Wheel before the trade routes will activate? Had you done that when experiencing this problem?

i didn't notice a bug while playing as Carthage. As soon as I got the wheel I got both the extra money and the symbol, so everything's behaving for me at least.
