Game Crash on Stonehenge Video

When stonehenge is completed, the video never loads, the screen eventually goes entirely black, and my system is locked down for several minutes before the program is closed and I get a debug report.

Is this fixed with the 3.03 patch?

Welcome to CFC
No - the 3.03 patch does not fix anything, just cause more bugs (this is not quite but almost true) the next patch is supposed to be out in a few weeks.
In the meantime you can try the following:
Open .../My Games/Beyond the Sword/CivilizationIV.ini and change the value in the following line:

; Dont show the game background during movies - may speed up movie playing

HideMovieBackground = 0

from 0 to 1 - this might help with the wonder video.
