Let's not blame marketing. Marketing's job is to ask "how many new assets are being added to the game?" Then the dev team tells them and marketing includes that in the press release and the promo pitches.

It's unlikely that they decided to add new units at the last minute. Although for something like the Janissary, maybe they initially didn't have it included, and then decided they wanted to give the Ottomans a little extra, and already had the model sitting around...
You are surely talking about the next type of humans, who are using their primary thumb to hold the device & practise shift/control modifiers and their secondary thumb to make wipe gestures on it ... Evolution @ work!
