Yes it is. Not just we can ask the AI not to forward settle or not to convert our cities but if the AI breaks the promise, I assume we will get grievances against the AI that will lower our warmonger penalty if we go to war. Finally, we can go to war against an AI that is offending us without getting dog piled on as a warmonger.
 
So the missing units are nowhere to be found. They simply miscounted.

Remember when they introduced the GDR, they said they scrapped a bunch of future era units to focus on just the GDR.

The person that keeps track of totals must've forgotten to update the total number of units.

Either these two screenshots are from different builds and reflect an icon change, or she may have alternate models for each civilization.
Based on the tiny, barely readable thumbnail, French Eleanor is a small improvement over English already-leaked Eleanor--hopefully that does in fact mean they've improved her model--though it also means they could still do better. :p

She looks like she's wearing a crown and at least a bit more youthful when leading France. If she has separate models, I'm now wondering what the chances are that she'll have different LUAs? It would be simpler to balance her with the two civs if they were different, so perhaps they went that route.

I hope they don't. They're already stretching the novelty of one leader, two civs. And that was the best part of Eleanor's inclusion, for me at least.

That would be easier, but feels like it misses the point.

I agree with you. The same LUA regardless would be better. It creates a sort of inverse alternate mechanic compared to what we've seen so far. Gorgo and Chandragupta add another dimension to Greece and India, respectively, whereas Eleanor does the same for England/France, but also has the different civs play off of her. I'm very keen to see what LUA they went with and how it will both contrast to Vicky and Catherine, and Eleanor herself.

Another question: is her model a simple reskin, or will they have different animations? Will she have different voice lines?
