[Gem v1.6.6 / Civup v36] Weird negocation screen bug

First, let me thank you for your incredible job.

I found a bug which occured after ten turns :



Even though I have never met Bismark and was of course unable to have embassies.

My cache has been cleaned before starting this game.

That is certainly very strange. I haven't seen something like that happen before, and I'm uncertain what could cause it. I'll look around to see if I can figure anything out. Try the other things on the common checklist if you have not done so already.
