By "highest scoring" I mean the largest number of confirmed kills.
Oswald it isn't, since his kill limit was ostensibly one (he was USMC, but I don't think he was ever in combat).
But he was a pretty good shooter to get three rounds off using a bolt rifle and getting two hits in a couple of seconds.
