According to the Wiki and the links from it it looks like it's a highschool, not a university.Universities aren't high schools. They aren't going to bother with crap like that. The very most you'll see a university of any susbstance do is block instant messenger programs on library computers, and odds are they won't do that either. So in that case it'd likely be a time issue. College isn't as grueling as people like to pretend either as far as strictly classes are concerned. Not until later, anyway.
Congrats on getting into such a presitigious college, but IB programs are a b*tch to deal with. It'll eat your soul. You'll still have time for NESing if you can get your Hmwk done, but you'll have no soul. Because it will have been eaten. But i doubt they'd block ANYTHING there. IB programs tend to encourage extra-curricular exploration of one's interests, so i think they would recognize that the interwebz is teh futurezozrs and they would give into the power.
