Great, please do upload, I know a lot of people have been asking! I checked with seasnake, the mod's author, and he confirmed he had an HD crash and no longer has the original archive.

You're welcome. I like this mod a lot myself, particularly the inventive trait+palace+UB combinations. I just wish there was enough interest in it that the authors would do some fixes - World Trade Center, Trans-Siberian Railroad, icebreaking...
But even buggy, it's more fun than most.
 
the authors computer died and he lost the files, I think he hasn't got civ4 either. I'm afraid.

Great news! Someone posted a version of The Powers that Be, the later version, so I got ahold of a computer with Civ IV (friend's lappy) and uploading it soon. I've fixed various problems and re-did some leaders.

Now if only I had a copy of Rise of Empires i'd be all set. I've had several requests to revisit these mods and I've always felt bad that i couldn't work on them.

I kept germany's power the same for now, because I realized the barbarians lions were kind of fun, and overall it wasn't a lasting problem. I will eventually try to get it changed to lower maintenance costs for armies or unlock a civic, but for now it will be as it was.
 
You should make the Persians' first UB a Qanat/Kariz (Aqueduct replacement). Unlike satrap's courts, some of those are still around.
 
Why isn't Louis XIV the French leader?
 
If Napoleon is the French leader then why is his trait the Ancien Regime? Given that Napoleon participated in the destruction of the AR, it's very wall banger-ish.

The civilization is represented by a combination of Units, buildings, abilities and leader to represent many facets of its existence. For example, America has Washington, the B52, the Shopping Mall, Town Hall and Navy Seal, and We the People has a Free Specialist and bonus production from cities and towns. Trying to represent a spectrum.

Sometimes civs had a shorter window or a time with less technological progression, so that plays a role. A civ like Britain is trying to represent the English Monarchy, the British Fleets, the Industrial Revolution, etc. A civ like Sumeria is pretty much all early-era bonuses. So that's how it goes.
