Is there a known formula for the gold cost for rushing things? Does gold rushing benefit from bonuses, such as building the Statue of Liberty with copper, or the bonus from a forge?

AFAIK, it's this one. Correct me if wrong:

G = 2.25v(Hr - Hd)
where
G: Cost in gold
Hr: Hammers required
Hd: Hammers devoted
v: If Hd > 0, then v = 1, else v = 2.

i dont get your part of v = 1 or 2
your saying that if my warrior has already got an investment of 1 hammer V = 1? otherwise 2?

No it means that if it has just started and no hammers have been allocated the price is double.
Basically it is 2.25 gold for every hammer left.
Unless you haven't done any yet then it is 4.5 gold for every hammer of the total price.

So you should always try to avoid gold rushing something in the first turn of building?

In most cases, yes. The only good reason, imo, to buy on the first turn of building is for a military unit that is needed for use immediately.

Since when is the multiplier 2.25? It's been 3 for a long time and according to CIV4HurryInfo.xml on my machine, it still is.

Code:
<HurryInfo>
  <Type>HURRY_GOLD</Type>
  <Description>TXT_KEY_HURRY_GOLD</Description>
  [B]<iGoldPerProduction>3</iGoldPerProduction>[/B]
Also, the modifier when rushing something with 0 hammers invested is 1.5 not 2.

As to the second part of the original question... No, rushing does not benefit from production bonuses anymore (it did prior to 1.61).

I can't recall any version where it's been anything other than three gold per hammer. Was someone getting confused by the effect of forges prior to 1.61?

Are you sure that forges don't help any more? On a warlords game I waited until I need exactly 35 hammers(I wanted to be sure as I'm not certain of the rounding) and it only costed 1 pop.

Production bonuses apply as normal to pop-rushing, not gold rushing. I suppose my previous post did not clarify this properly.
