From the number of bonuses is it has, my guess would be that it's city specific (i.e. raises appeal and tourism from national parks in the city it's built in), in which case it wouldn't be.
Though I could also see something like 'raises appeal of coastal tiles' (and even 'tourism for any national park within two tiles of the coast' or something like that), in which case it would be very powerful. And also a little odd as no one goes to San Francisco for 'seaside resorts' (full wetsuit surfing, yes. The water is cold and the city is cold.).
