Great Statesman?

Someone ought to mod in a new Great Person: the Great Statesman. Certain people are listed under Great Categories they actually weren't (Winston Churchill as Great Scientist comes to mind... ) so why not create a new category? Besides it just fits with all the other 'greats'.

Abilities:
Can discover a tech that gives you a civic
Can start golden age
Can be sacrificed to instantly move capital to a city
Can be sacrificed to create a 'great speech', a wonder that adds +3 happy to a city.
Can become Super Specialist (+2 shields, +2 beakers, +3 culture)

Things that would give + Statesman points

Forbidden Capital
Versailles
Couthouses?
Pentagon?
National Epic?
Administrator Specialist? (+2 commerce, +1 shields)

I love this idea, but methinks you're going to have to be the one to get the ball rolling. Browse through the units and leaders xml files and see if you can figure out what needs to be done to add a group.

I'd suggest that you replace the great speech with an actual building, like a town hall. I think it would fit in better with the other great people who have a building as one of their abilities.

It could produce +3 if you wanted, but I would suggest a reduction in maintainance, an increase in trade, and/or some happiness. Maybe -25% maintainence, +2gold.
