Great Library [12] (15-3) The Civ Fandom page does an excellent job of summarising why this is a bad wonder: "Theoretically, the only case in which the wonder is worth it is when a civilization is lagging severely in tech development, while at the same time it has very strong Culture and has managed to unlock the Great Library relatively early. However, you always start with more Science per turn than Culture (except when playing as Trajan), Campus is unlocked way before Theater Square, and the Eureka that boosts Writing ... is almost always guaranteed while the Inspiration that boosts Drama and Poetry ... is hard and expensive to obtain. All in all, the situation where you are so far ahead on the Civic tree compared to the Technology tree in late Classical to make this Wonder work is unheard of, if not downright impossible". It doesn't deserve to be eliminated right away because those two Great Writing slots are useful in niche Culture rushes, but it should be in the firing line pretty soon.

Országház [15] (14+1) Not sure the Hungarian Parliament should be getting down-voted yet. There is always a need for more diplo favour. Obviously, if you're doing a diplomatic victory then a near-doubling of your diplomatic income is incredibly powerful. But it's also very useful in science or culture games, as @enKage explained, because it translates into a lot of GPT. I find myself building it in nearly every non-domination game.

I'm going to try to vote each day on a different "category" of wonder (extra card slot, extra writing slot, extra tile yields, etc....some will be quite arbitrary no doubt.
Toady is "extra tile yields day", as yesterday I just built an AMAZING Petra with Menelik.

Mausoleum at Halicarnassus [19+1] = 20. As water tiles start weak but grow powerful as you develop, this is an investment that pays off if you just focus on making your harbour city better. The extra GE charge is super and can be game changing. Makes it easy to build Petra or Kilwa, e.g.


Petra [16-3] = 13. Getting an amazing Petra city is the exception not the rule for me. Then its a struggle to build. (Unless I built Mausoleum first and bought Isadore with Menelik's crazy faith). I consider it a trap to be avoided unless conditions are really really favorable (like playing Menelik in Apocalypse mode and finding 15+ desert hills clumped with a volcano in the middle...)

Great Lighthouse [3] [6-3]. One of the most redundant wonders in the game. Plus, it has to be placed next to a Harbour (that already has a Lighthouse ... go figure), but ideally the tiles next to your Harbours will be taken up by Crabs/Fish/Turtles – so often you need to kill one of these resources in order to place the wonder.

Oxford University [16] [15+1]. Since one has upvoted it yet. Often a bit overkill – if you're going for science victory, you're probably making a tonne of science anyway – but it's still powerful nonetheless, especially in your capital or a Pingala city.

For me, the Great Bath is pretty damn terrible. I think it has the following problems:

1. The yields from being Flooded are pretty powerful and honestly I'm happy to put up with my City being Flooded occasionally in the early stage of the game because it will make it a better City later on. The fact you can't get the downsides of being Flooded don't attone for the upsides of being Flooded; on the early occasions when I was experimenting with this wonder, I'd often get Flooded early on and think "I didn't have much infrastructure by the river yet, I could have used those yields...".
2. Because being Flooded isn't that common on Disaster Setting 2, it just takes ages for the Faith from the Great Bath to be any more the negligible. You'd have been better off putting that production into Settlers and using them to build Holy Sites, it's just not a good use of limited resources.
3. The Housing and Amenity are... okay, but utterly and totally overshadowed by the Temple of Artemis so long as you have even 1 Camp anywhere in your City.
4. The AI divebombs the Great Bath with a ferocious and un-ending love that makes it basically impossible to obtain.

By contrast, with the Great Lighthouse:

1. The AI doesn't build it, as far as I can work out, or only very rarely, I've seen it available right up to Industrial.
2. Extra ship movement does have some tangential bonuses on some maps - being able to find key locations faster on larger Archipelago maps is actually very useful, albeit very map dependent.
3. The Gold is immediately available, unlike the Great Bath's random delayed Faith.
4. Most importantly, the Great Lighthouse feels like a waste, but unlike the Great Bath and Stonehenge, it doesn't sometimes feel actively backwards (forcing you to build a Holy Site anyway, robbing you of yields, etc).

It's a narrow margin, but enough for me to push the Great Bath on to the 3 point brink and put it below the Great Lighthouse where I feel it belongs.

University of Sankore: okay, so it’s use-cases are twofold. One, you get extra science from other civilisations sending trade routes to that city; and two, the same stands for internal trade routes plus a little faith. However, both these come with significant downsides. First, those other civilisations also receive science for their trade routes to Sankore, so it’s a strange case of a wonder (the only one in the game?) which actively helps your competitors when you build it. And second, running internal trade routes comes at the cost of drastically reduced income. Sankore can be useful when playing as Civs who get lots and lots of trade routes, eg. Mali or Poland or England, in which case you can afford to dedicate a few more to internal; but for anyone else the costs outweigh the benefits. Just run the policy card Trade Federation instead, which arrives fairly early and does almost the same thing.

Mahabodhi Temple: a top 10 wonder in my eyes. Devoid of any use in some victory types, but absolutely essential for religious victory and diplomatic victory.

+1) Taj Mahal (6 >> 7) Just an upvote to keep it a little longer, as it is true as it is not impactful enough due to all kind of ages having its benefits, and actually normal ages being quite bland, plus golden ages not as difficult to get once you get the normal age score. Taj Mahal primarily solves the headhache of finding something to avoid dark ages, as it saves you the need for an "additional" big event by making the ones you get a bit more powerful. Not strong enough to make to the top, but I'll say its effect is nice enough to avoid the lower positions.

-3) Jebel Barkal (7 >> 4) Probably by the time you can spare production to build it your iron needs are being substituted by saltpeter, or otherwise you need to rush it in a subpar location that makes its faith bonus not interesting. Therefore, not a wonder whose benefits result really game changing.

Great Lighthouse: Extra ship movement rarely matters much, and placement often conflicts with resources giving adjacency to harbours. The only good thing is that the AI doesnt pursue it too hard so you can often build it incidentally later. Not enogh to keep it around though.

Kilwa: This wonder is in no small part responsible for some of the truly huge yields a civ can get midgame.

Great Zimbabwe [15-3=12]. Not a bad wonder at all. It just has combinations of little things that stop it from being truly great. Like the placement restrictions. Not so bad, but then it is also situational depending on the bonus resources you have around you. Not so bad either, but then your GZ city becomes the target of enemy spies... in the end it becomes 'meh', with a potential for being really good in some games.

Petra [13+1=14]. Another 'situational' wonder. But not really, deserts are not exactly rare. Can turn useless tiles into some of the best (before improvements). Find me a wonder without which entire tiles would be next-to-useless. That alone makes it really good, period.

Upvote: Kilwa (19 + 1 = 20) - really great rewards when you are Suzeing City States of the same type, which tends to be relatively easy to do. Useful for any VC.

Downvote: Estádio Maracanã (9 - 3 = 6) - mediocre benefits for quite a lot of work at a point in your game when you don't really need them. I feel like they only brought this in for the achievement, which admittedly I planned a whole city around (sadly not Rio) when I played as Pedro.

Great Library [13] (12 + 1): Great Library is core in the strategy that lets you win pre-turn 150 Culture Victory wins as Sweden, so this wonder can't be that bad. Outside of that, if you're not playing a hard Science game, this wonder can be pretty good. It has a bad rap for being awful in base-game Civ VI, which it was, but since R&F it's been pretty decent.

Kotoku-in [1] (4 - 3): I think +20% Faith in a city is less negligible than some people make it out to be, but this wonder needs a good secondary effect to justify the production investment to build it, which Kotoku-in simply doesn't have. Has anyone here ever had a strategy centered around Warrior Monks? You don't use these units, and Kotoku-in gives you them in a game where you probably don't want to use them, given that if you're building Kotoku-in you're probably playing a Religious game. This wonder just has an identity crisis, trying to play two separate styles of game without being good at either.

There are some wonders which I always aim for, as they have a direct impact on strength and finish time of the victory condition I am aiming for.

But before I go there, I want to give some other wonders their fair shake. Before I started min maxing, I expect I played the same way most Civ players play: a big bit of Sim Civy peppered with a little role playing at a modest difficulty.

With this in mind, without breaking down a cost benefit analysis, some wonders are just straight up fun to build. Petra comes to mind. But for the same reasons, so does Great Zimbabwe. If you want this, you can generally always plan to build it (and the AI hardly ever will), and then funnel your trade routes from one city for maximum profits... without worrying whether they are domestic or international. Plus, the predictable AI lets you place one defensive spy on the associated commercial hub and you can capture or kill every enemy spy with ease.


Meanwhile, if I had limitless resources and no goal in mind, Taj Mahal would still be one of the last wonders I would build.

15-3=12 for Alhambra, 20+1=21 for Mausoleum at Halicarnassus. The Alhambra's placement requirements are kind of strict, with the only noticeable bonuses being the +2 amenities, which is nice, but not crucial, and the +1 red policy slot, which is something, but it's not really a priority for me. The Mausoleum, meanwhile is quite nice, and I snag it whenever I think I have the production to get it.
