Due to the extreme North/South divide, I'm thinking that it's probably something related to physical geography.

But if that's the case, why the exceptions?

You might be on the right path, but I think there are still some Wolf populations in African states, like Ethiopia. Maybe a specific species?

Grey doesn't have it and purple is a mix of blue and red, the hardest one I could make
