It looks like it's the part of nuclear power in the country's electricity production.

But if it's related to Germany, I'd say it's the amount of trade between Germany and the coloured countries (export or import percentages or total maybe ?).

I mighta expanded on that by saying German-made nuclear power parts. But Iran isn't shaded.

First hint: the data is polluted in a few countries which distorts the map slightly. Some countries would be in a lower category if the data were cleaned up by removing the superfluous data. So don't hark into a specific country. (The reason is that I was too lazy to clean them and it would remove interesting data if I do, though it does create a different impression)

Cryptic enough? ;) I have two more hints if wanted and will make them available over the next day ;)

But why would I exclude Germany in that counting?

Again, it's not trade related, but I guess I will post my next hint tmrw morning before leaving (I think I do enjoy hard maps ;))

About 3000, and it was Japan, not Germany, which is tiny compared to the number of Russians killed by Nazi Germany in WWII.

Anything to do with the German language?

If it was language based, I'd expect Namibia to be on the map.
