It's something measured separately for the constituent nations of the UK rather than Britain as a whole (or if it's to do with legal matters it's a devolved matter for the Scottish Parliament and Welsh Assembly) although for some reason Northern Ireland seems to be counted with the Republic of Ireland. Is that intentional or an oversight?

It is a scale from red to blue. Reddish brown is highest the dark blue is the lowest.

I think it's sport related, but not the Olympics (UK competes as a single nation at the Olympics).
If NI and RoI are intentionally shown as one country I'm going for something to go with reaching a certain level in international competition in golf/hockey/basketball.
