No to everything. Once again, WIM was on the right track with his original guess. Think along those lines.
 
If it's tropical cyclones specifically, it's weird to be missing the Indian Ocean ones. I'm guessing things that go into tropical cyclones... say, ocean temperatures / countries with ocean temperatures above a certain point / depth of ocean above a certain temperature?
 
Nope, none. But you guys are in the right category at least.

What else can you think of that involves tropical storms?

EDIT: And yes, there is a reason the Indian Ocean is missing :)
 
You guys have gone from specific back to broad categories. No to all the answers so far.

I've given such a big hint that I'm afraid anymore will give it away.
 
Countries with infrastructure to protect from such tropical storms?

Again, I want to say something like countries with tropical cyclone-focused meteorological departments, but India has one of those.

What's special about Indian Ocean tropical cyclones? India doesn't seem to name them. Countries hit by named storms?
 
What's really bugging me is France.

Think New Caledonia, not Europe. It's France's Hawaii, and it gets hit by tropical cyclones occasionally.

To build on my last guess, countries impacted by named tropical cyclones over a given time, say after 2008, or in the last year, (ruling out Burma from this map)
