Guess the Map V: A Map is Worth a Thousand Words

So it's either number of years in the Security Council, numbers of yes-votes, numbers of no-votes, numbers of votes on questions regarding Israel/Occupied Territories, or so on. It's impossible to say anything more if you not at least give us the scale.

If there is silence for such a long time, it's a sign that the map is not very fun and/or that the tips aren't that good. And again, I hope that you will clear up the WW2-connection with the solution, as I am very curious about that. Tips that point in the wrong direction (Red Herrings) are NOT a good idea (and should be labelled that they should not be interpreted too narrowly).

I think I said the same thing about WIM's last map, actually.
 
I wasn't trying to copy what you said? Should I have put a "quoted from" in my post? ;-) But yes, I think, it might have been your post at the time which inspired me for my post now... Or so...

EDIT: @jtb1127 Btw. can you explain to me your "that was my guess" comment on my last post, I really don't get it... not trying to guess what someone already has guessed ;)

Well, I had to take it back, cause he hopped onto #fiftychat and said he's temp banned. I can't hold lack of engagement against him if he's unable to post.
 
Well since he can't confirm correct guesses, or provide hints, I think it should be an open floor for either Mitsho or Mongoloid Cow, who it seems were closest.
 
Ok, I think I got one for the meantime, I just need to make it ;)

EDIT: Here's the map. What I got to say about it:
  • The Average lies inbetween Yellow and Green
  • The limit there has been moved just a tiny little bit to place the average right between the categories
  • Categories above the average are smaller (less values) than the ones below
  • Shanghai (the blue dot without black borders which I didn't know how to create = #1

Is it something to do with development or infrastructure?

Shanghai, Quatar, UAE, Israel but not China or India.
