Guess the Map V: A Map is Worth a Thousand Words

This gone for too long. I'll accept this one.
It is first human in space from incriminated nations, based on this: http://en.wikipedia.org/wiki/Timeline_of_space_travel_by_nationality
(And the reason why I picked this map was the "Whoa, an Afghani astronaut!" effect)
The breakup of USSR (And its satellites) meed things up, so i coloured a state with two colours if they have two claims (or none as the current state) on sending humans into space. I coloured the post-soviet republics with claim from time of USSR only if there was a mention on the wiki page that an astronaut from particular soviet republic gone into space.

All your major Western Nations (and Japan) and a few, scattered, smaller countries here and there. The BRIC countries not included (or included, depends how you look at it, I guess). Too many poor countries in the grey category for it to be a measure of wealth.
That kind of yes/no setup leads me to believe it's something to do with signing a treaty or having some type of policy. Does it have anything to do with Afghanistan? A lot of the countries are troop contributors, but it's not an exact fit.
