Developed resources? Infrastructure? Number of banks? Insurance policy?

I would avoid thinking along the lines of wealth all together. Wealth isn't completely irrelevant but it is very misleading.

Well, my original thought when I first saw the map was that it merely represented number of children per family, considering that African/Middle Eastern nations are heavy in that regard while Western Europe is not. But the lack of data from quite a few countries seems to counteract that.

Maybe it has to do with the availability of contraceptives?
 
Contraceptives is one of many metrics being tracked, the rest of which don't have to do with contraceptives.
