No, Japan has that 1 child per family rule, and it's dark orange.
But, i'm not sure about anything else.
Japan, AFAIK, doesn't have that rule. They do have a pathetic birth rate, however.
I'm tempted to state life expectancy, but Russia, Belarus, etc, seem a bit high.
I may be wrong.

Oh, it's definitely median age; it's been obscured now, but I saw the map by accident before dwaxe edited out the label at the top, hence my immediately self-censored post. Then I broke my silence after somebody got close enough that I figured ah, what the hell.

Blue is countries where the death penalty is completely illegal
Yellow is countries where the death penalty is only used for REALLY, REALLY bad crimes.
Orange is countries where the death penalty is legal, but hasn't been used in the last decade
Red is countries which have used the death penalty within the last decade.
