It's definitely not life expectancy; Russia's would be far too high, just comparing it to Australia's. Average age does sound a pretty good guess, I would think.

Blue is countries where the death penalty is completely illegal
Yellow is countries where the death penalty is only used for REALLY, REALLY bad crimes.
Orange is countries where the death penalty is legal, but hasn't been used in the last decade
Red is countries which have used the death penalty within the last decade.
