Happiness from Wonders

In a recent patch they changed happiness so from buildings you can only have a max. of the same size as a city. Wonders were supposed to be exempt. However, I was on 0 happiness, built the Eiffel Tower and Circus Maximus, both times my happiness went down to -1, as a city had grown.

Is it OK if it's only after the wonders are built? I'm too far after for an autosave
