[HELP]Culture Flipping a City

I've tried this a few times, and I can't find anything that says for definite yes you can or no you can't do this.

Can you get a city to join your empire purely by having a cultural boundary right up against it?

On one of my games as Gandhi I tried to do this to a city and got its population to 80% Indian and 20% German (who was bordering me) and yet nothing happened. Do you need to get it to 100% for this to work or do you have to go through the trade window and ask the leader to liberate the town for you?

Any time your culture is above 50% on their city file it may be possible to flip it. It's never more than about a 5-10% chance per turn though, so it can take a while. Also sufficient military units in the city can prevent it flipping.

You can also try asking for the city in diplomacy, but that very rarely works.

More often than not, you do need your culture border taking away at least half the target's BFC, and I don't think you can get it to flip if your culture is under 50%, though that doesn't mean the AI might not decide to just give it to you under the right conditions (whatever those are).
